That is the situation for Z1. For Z2 it is different as we /do/ have an
echomail policy that ligitimizes Björn's claim.

There is no way Shannon's claim will be recognised by the Z2 EC's, no matter
how much support he russles up.

We used to have a similar situation in The Netherlands. He who controls the
distribution controls the echomail and so moderators depended on the support of
the distributors. It was in fact the Cost Sharing Organisations who called the
shots. But those days are long gone. There is no cost any more, so CSO's have
no justification for existing any more and so they have no control.

He seems to believe he can actually execute feed cuts. He already banned David
Drummond. Well, David seems to be gone for the Easter weekend, but I am sure he
will be back. And then we shall see what happens. Things may get interesting
when he actually tries to cut Davids feed...

Not having an echomail policy AND declaring P4 not to aplly to echomail is a
mistake IMHO. But I guess it is too late to rectify the situation...
