You forgot to mention that he was a Japanese 'Exchange' student.

Actually, it wasn't in cold blood. The kids that the exchange student was
running with that night had on occasion, harrassed the homeowner who shot
the exchange student. The homeowner thought the Japanese student was there
to put one more paper bag of shit on his porch, light it and run away. It
was the exchange student's friends, the ones that put him up to it, who
were at fault. The homeowner was protecting his property.

You don't need a permit to shot someone in any state.

as she had pulled the trigger herself.

Actually, had he lived, he would have been charged with 'homewrecker'
reckless endangerment to a marriage. Which carries the death penalty.
