We were talking "1800's" ... "Kentucky" and "the west".
 
Lewis and Clark made their journey from 1804 to 1806 (the markers are all over
Montana which is sort of my second home).
 
When they started their overland excursion in 1804, their starting point was
St.Louis which at that moment was already several hundred miles west of present
day Kentucky.
 
So Kentucky in the 1800's can hardly be identified as "the West".

Having been there I would go for the Norwegian version.

It's a lot lot lot more complicated than that but one doesn't need to be a
citizen of a contracting party to the Svalbard treaty (which basically is about
mining) in order to live there. Question is: who would want to live there?

Bullshit. I never passed customs nor immigration in Norway upon returning from
Svalbard. It's not even fun to fish for you, you take the bait too easy.
 
And "offshore" in most of the world means going to a production facility on a
manmade, usually floating, steel contraption in the water. I was there too.

No fishing vessel will be stopped, certainly not a US registered one since the
US are an original signatory.

When the WWF considers them "endangered" then that is enough for me.
 
A species is not "endangered" because the US puts it on its own list, it is
"endangered" merely because it is.

And the number of bears that can be taken that way?

I do not dispute that, but we were not talking about bear hunting. It started
by Bob Bashe making incorrect statements about Polar Bears in Scandinavia and
the untrue necessity to be armed there. I expanded that to Svalbard,because I
was there, and how it affected me.
 
The standard rifle used there for "protection" against Polar bears, this is
totally different than "going hunting" for them, is the Mauser military rifle.
Apparently they do the trick, I shot there with it and was shown how to deal
with possible Polar bear attack. Video demonstrating the technique was used.

No argument there, but we were instructed and trained for shooting such a Polar
bear in the shoulder to take it down first and then finish it off.
 
Then, even if it was a life-threating matter, the governor of Svalbard does not
take that lightly and you will be flown to the mainland to be prosecuted.

Park Rangers and National Forest Rangers have a totally different mission.
