In fairness, America actually has laws against inappropriate conversation with
minors over the internet.  And they especially have laws against sending
inappropriate imagery, if that was involved in the case.
 
Dateline, a news show here on NBC, was doing a series called "To Catch a
Predator", where they would setup a house somewhere, have people go sit in chat
rooms pretending to be teens, and wait for predators to approach them and try
to arrange meet-ups for sex or whatever.  Mind you, it's not entrapment when
they approach the "child" first.
 
The men would show up at the house thinking just the kid was home alone
(sometimes traveling many miles), only for the host of the show to step out and
surprise them, and would have a discussion with them (not telling them who he
is right away, and most of them thought he was a cop or the kid's father). 
Some would try to lie out of it, but he would read the transcript of the
conversations back to them to make it clear that they knew what was going on.
 
In later versions of the show, they had police waiting to arrest the men on
their way out.  And they caught quite a lot of people, from school teachers, to
a rabbi, a male nurse, etc.  Considering they had the lewd conversations from
the internet recorded, establishing intent to have sex with a minor, many of
them got charged and went to jail.
 
While they didn't actually commit the crime, they conspired to do so, which in
some cases makes them practically just as guilty.  As it probably should be in
the case of some acts.  Before they started having the police there to arrest
people, they caught one man twice.  I think it was the very next day, too, by
arranging the meetup at a different location.  Hence why they crack down on
such people the way they do, because otherwise they just keep trying until they
do find kids to abuse.
