Cho bought two handguns from a pawn shop, along with some practice ammo.
Cho bought real ammo from eBay.

No ifs ands or buts about it.  The judge ordered Cho to a psychiatric
hospital.  The judge ruled Cho mentally incompetent, based on doctors'
evalutations.

Cho was clearly "an imminent danger to himself as a result of mental
illness", as stated by the judge.  He was also clearly a danger to
others, as demonstrated on the Virginia Tech campus.  IOW, Cho was a
total nutcase, and deemed such by a judge and psychiatrists.

Without adequate funding, cities and states are unable to send the
information needed to update federal background checks.  That is why
the information about Cho was not entered, thus enabling Cho to pass
the instant federal background check.

Cho was deemed mentally incompetent in December of 2005.  Why was that
information not included in the database?  Because cities and states are
dependent on federal funding.  And your fine president has been giving
tax breaks to the wealthy and cutting or underfunding everything else.

There was not adequate funding for Virginia to update databases used for
federal background checks.  Whose fault is that?  George W. Bush.

Had Cho consulted with me, I would have encouraged him to seek
psychiatric help.  But Cho was a very shy individual and rarely
