So how do they stay cool then the tow vehicle is using engine braking
and not its own brakes to hold down its speed on a downgrade?   The
tow vehicle's brakes are not engaged and the trailer's surge brakes are.

I pulled a 36' travel trailer (GVW ove 10,000 pounds, 8800 on the axles
and 1800 on the trailer tongue, with electric brakes) from CA to NE and
was able to use engine braking only on most of the downgrades I encountered
on I-80.
