Oh yeah, about the same time of the FN_SYSOP fiasco that he started.

MvdV> In theory that is true, but in practice one can get away with a lot

During the rebel alliance against Bob Kohl, RC10, one of the rebels began
one of the first internet distributed echoes, something like JAMNTPD (or
whatever it's called). Too many sysops in the region couldn't be trusted
and would feed a fidonet echo to the opposition. So, you only got included
in the rebel alliance when you were invited or made a request to be added.
Even then, it wasn't as secure as everyone wished it could be.

MvdV> If we had a Russian ZC, we would not be obstructed in settling our
MvdV> local affairs ourselves, for the simple reason that he/she would
MvdV> not even be aware of us doing it.

Someone would feed the echo to the rusky as well. Nothing is secure and
you don't know who can be trusted. R19 planted certain messages at certain
BBS's to help them figure out where I was getting their local echoes. It
didn't work of course, but it could have.

MvdV>>> There is nothing in P4 that forbids a ZC to hold RC elections
 MvdV>>> and appoint the winner.

RW>> By the same token, there is nothing in it that requires a ZC to hold
 RW>> RC elections.

MvdV> As I pointed out before, there is more to the smooth operation of
MvdV> the network than just following P4.

Actually ignoring it sometimes works out better. i.e. passworded log-ons.

RW>> In fact, it does state that a ZC will appoint an RC of the ZC's
 RW>> choice.

MvdV> There is nothing stopping him/her from letting the winner of an
 MvdV> election be his choice.

Perhaps he's afraid of what might transpire if you became RC.

MvdV> Point is that we had an elected RC in R28 for over 15 years. It is
MvdV> what we in our culture refer to as an acquired right.

RC12 had elected RCs in thier region for years too. Then one day, they
elected a person that the ZC felt she couldn't work with, fired her and
appointed the runner-up in that same election to RC.

RW>> It doesn't say anything about one region or zone giving another

MvdV> TTMBOK it has never happened in Z2 and it surely would set a
 MvdV> precedent....

Might even upset the apple cart and make life bearable.
