Short term it would most likely be devastating.  There isn't anyplace in the
US to put all those troops, so many if not most of them would have to be
'downsized' - and there aren't any jobs to put them in at the moment, un-
and underemployment here is somewhere around 8% nationwide.

As an aside I should point out that enlistments in the US military are up, way
up.  Not a sudden rush of patriotism, just that the military is the only outfit
that's hiring any numbers of people and the unemployment rate is at 8% nation-
wide and climbing.

Would probably adversely affect the economies of the countries where those
troops
are stationed, too.  At least temporarily.

I note that Angeles City in the Philippines seems to be doing just fine without
the adjacent Clark AB.  Note that while the base was there much if not most of
Angeles City's economy consisted of bars and brothels.  I assume the same is 
true WRT the towns and cities adjacent to the other former US bases in the
Philippines.

I'm sure that the people of Angeles City and the other cities/towns dependent
on adjacent US bases were scared to death when their main sources of income
headed down the road to Subic (where private autos and a lot of personal
possessions
were loaded aboard US Navy ships to be moved back to the US).
