You're describing a criminal act here, called "Kiting". It was done with checks
on a smaller scale. However, float allows one to write a check with the
knowledge it will take, say, 5 days to clear. That allows time to replenish
funds, but still allows bills to be paid timely. The use of electronic payments
causes payments to be made immediately, thereby doing away with the luxury of
"float". It was known that the downside of electronic payments is "zero float".
However, there are enough pluses to it to make it worthwhile.

Once we get ID cards with our pictures, a microchip to show our GPS
coordinates, and another chip to do all our banking transactions, we may as
well be walking around naked. The Gov't of the New World Order will know where
you are, what you are buying, and exactly how much money you have to the penny.
All transactions will be done with the ID card and without money. When you get
paid, your employer lets the Gov't know how much you are to receive and you
have your card debited with 1's and 0's. When you buy something, your card is
credited with 1's and 0's. Currency is done away with because the One World
Bank accounts for your funds and your card wherever you wander. There's no
cheating on taxes with this system, either.
