If you're going to have a union of states, as in the EU, then I would
consider that union as one country and what EU laws apply to Germany
would equally apply to France, etc.. The US's EPA determines what auto
manufacturers must comply with and although California has a much stricter
set of rules than the Federal standard, theirs must be approved by the
EPA.

That would be an error of your union. The EU legislators should be setting
interstate law that the states in the union must comply with.

There shouldn't be any different levels of VAT under the EU.

In California, the equipment requirement can be circumvented by applying
the CARB's own rules against it. It's not secret that I registered all of
my vehicles in a smog-check-exempt area, while garaging them in a
smog-check area. I could have removed all of the emissions equipment and
gotten away with it as long as no LEO asked to look under the hood. I
didn't of course, because in doing so, I would have had to replace sensors
with dummies that would fool the computer into thinking every thing was
working fine. And that isn't impossible, just expensive.

All of this I learned from my Europeon Only mechanic, who I don't envy his
amount of equipment needed to work on the latest stuff imported from
there. i.e. BMW computers cost $1500 and they're sealed so that no one can
mess with them. Domestic computers don't cost even 1/5th of that.

Each of the vehicles manufactured there are also sold there.

Foreign cars are serviced under warranty here at any dealership that
services those vehicles. The factory pays the dealer to service cars in
warranty. And when I state domestic, I mean here. Anything else is a
foreign vehicle.

If it is still under factory warranty, it can be serviced in any
dealership that sells/services that make of vehicle. That's why they're
called dealerships.
