My perception is he was the puppet for more powerful forces, 
the front man.
The cunning in my opinion came from those who wanted him
elected so they could pillage at will.

Hey have you heard the latest on warrentless wiretapping per wired.com?

Now if while seeking terrorists if they happen across other crimes
they're considering using that evidence.

Virtually no more presumed innocence as they are already 
intruding on your privacy and civil rights

Perhaps this is what they had in mind when first they
passed warrently wiretapping presuming to catch terrorists?

BTW, the 9/11 terrorists never discussed operational plans
over telecommunications while in the U.S.

So warrentless wiretapping had no chance of preventing 9/11
had it been previously available.

OTOH, Richard Clarke told the Bush administration
of an impending attack by Al Qaeda
using commercial aircraft on U.S. targets using conventional, read
effective, intelligence procedures.

They've yet again been replaced.
