I probably would, since there is no law stating that what you've said is
the case here.

There isn't anything to enforce, per se'...where I live, there is a nice
river flowing through the area. This place is well known in Texas as a
water recreation town. It has a private 'water-park' that extends along
another river. The water park rules don't allow alcohol to be consumed on
the premises, unless it is bought from them. That's a private business
rule, not the law. On the Guadalupe' River, it's perfectly ok to float a
cooler along with your 'inner tube' and fill it with beer. The river
itself is state owned, but within the city limits, it's regulated by the
city and enforced by the city police. There was a big to-do about the size
of coolers on the river and has caused a city councilman to undergo the
'recall' process to oust him from office. You see, he tried to disallow
drinking on the river. He'll be out of office by May 19, and the city has
since withdrawn the ordinance it passed, trying to control the tourists
that do drink and tube on this river.

I drink a beer while walking down my street, when I get to visiting with
my neighbors..

Here, if you're in a tavern or bar, you cannot leave the premises with
alcohol in your hands, but you can sit on the sidewalk downtown and
consume alcohol to your hearts content.
