I believe all licenses to build are negotiated. i.e. You can't get a
license to build unless you know what you're going to build. In the same
vain, you don't have to accept the license to build what you think is
inferior or not to original engineering specs.

According to the experts here, the Belgians did buy ready made aircraft.
If so, they got superior equipment. F16s from the C and D release got
upgraded in 1984 and continue today.
