there was supposed to be a vote... one in which each sysop cast their vote to
their NC and the NCs cast a vote based on the majority with their RC and the
RCs cast a vote with their ZC based on the majority... i specifically recall
this because *I* cast a vote in the process and distinctly remember other nets
having huge brohawhaws when their NC cast a vote that was not what their
majority had chosen... this also applied to at least one or two regions where
the RCs pulled the same stunt... none of them last much longer than a year in
office...

uh... that's not what i'm talking about WRT "layout"... i distinctly remember
reading a lot of traffic about the huge renumbering that was being forced on
sysops in Z2... a lot of it had to do with friends and families that lived in
different towns in the same country and being in the same net instead of in a
net that covered local areas... ISTR that it was not based on teleco boundaries
or accessibility but more of "i know them and want to be in that net" which had
net members strewn all over the place instead of grouped together by
location...
