That's true in this country too, and it (frequency response) is the reason that
modem speeds are capped at 56KB.  Audio frequencies above about 15Khz do
not go through the system reliably.  Note that audio compression and
multiplexing
technology, which the phone companies use to cram more calls into the same
number
of wires, are nother factors.
