All members have standing to say whatever they want concerning
matters pertaining to fido (or any other subject).  Not just regular
members, but also associate members, commercial members, honorary
members, life members, and freeloader members.  Sysops do not have
a monopoly, regardless of how much some sysops would like.

Some folks would like to have others believe that only sysops can
be members of fido, and that only those members have standing to
say anything pertaining to fido.  But the fact of the matter is
that all participants, sysops and non-sysops alike, are in effect
members of fido.  While it is true that not all members have the
right to vote, it is not true that only sysops can be members.
And just because a member is a sysop does not guarantee him/her
the right to vote.

Syops (usually spelled psyops) are military psychiatrists who
do dirty tricks to get the enemy to reveal vital information.

However, I believe you were referring to sysops rather than psyops.
Not all sysops have voting rights.  Most do, but not all.  Most
non-sysops do not have voting rights.  Some do (or might), but not
many.  Just because a sysop has voting rights does not make him/her
more knowledgeable about issues concerning fido.  Look at how many
nitwits vote for leaders in various countries.  Some of those
nitwits have Ph.D.'s.  Fido is no different.

In the entire history of the USA, there has only been one president
elected who had a Ph.D. - Woodrow Wilson.  And look at the fine mess
he got us into - WWI.
