     I don't know.... Consider the way fidonet is ran.... It's a lot like how
the elections are handled in this country.  They like the people to believe
they somehow have some form of say-so over the matter.... But in reality
they're just trying to blind the people so they don't see what's going on. 
Consider a policy change in a zone.  The Zone Coordinator wants to make a new
policy that states that Syncronet BBS's can no longer be a part of fidonet
because he takes a disliking to Rob Swindal.  He then calls for a vote amoung
all of Zone-1 for this Grand Election to decide what shall be done.  He even
allows time for all local nets to hold their own local elections, and Regions
to have their elections, etc. to "be fair" to everyone.  With that in mind, all
the local net's take a vote, and it's unamious in 80% of the nets in Region 19
to keep all Synchronet BBS's in fidonet and ignore the new change to the
policy.  It comes time for a vote and the Region 19 RC and REC both review all
the results and are aware that the majority of their nets feel this is a stupid
policy change and are clearly against it.  Unfortiantly, let's say at this time
the REC of region 19 happens to be releasing is own BBS software, which
Synchronet makes look bad at the time.  The RC of region 19  happens to be good
buddies with the REC 19, and they both choose to vote in favor of the policy,
despite the majority vote.  The Zone Coordinator takes a vote and gosh darn it,
would you believe 60% of the regions voted that they don't want to change the
policy, while the other 40% where in favor of the policy change.  With that in
mind, the Zone Coordinator reports to the fidonews that the majority ruled and
the new policy is enforce.  The majority of the regions voted to put the new
policy in tact and if you want to remain in Fidonet, you must follow the new
rules....

Now I ask you ..... Where the heck was your vote counted?  Just how the heck
does the sysop have any say so in the matter?  Heck, the NC and NEC has little
say so on anything....  When it comes to policy, whatever the RC says goes....
