Texas didn't. In 1866, Prez A. Johnson declared the civilian government
restored in Texas and despite not meeting reconstruction requirements,
Congress re-admitted Texas into the union in 1870. All of the other
confederate states, except Tennessee, were re-admitted in 1870. Tennesee
had rejoined the union in 1865.

Which was his first mistake, as a lot of union soldiers starved to death
at Andersonville, not to mention that they also died of deseases of the
sort brought about by filthy living standards.
