Since the Prez is the 'commander in chief' of that standing military
force, he can order them into battle without funding. It's when the Prez
realizes that he doesn't have the money to fund that army is when he
addresses the Congress and pleads his case before them for money to fund
the war. What he's doing is attempting to make the Congress feel guilty
about not funding troops already in battle. No politician wants to look
like the guy who would defund and abandon 'our boys' in that situation.
