The harbor was not sabotaged at all ... not by the British, nor by the French.
It was in perfect working order except that there was nothing to be shipped.
 
"Up river" from Antwerp on the Schelde there is nothing German-like to ship to.
The river curves south and the southwest into France but became unnavigable
before exiting the country. It doesn't even skirt any coaling operations of
old.
 
An inland navigable waterway connection from Belgium to Germany only became a
reality in the 1970-ies "after" the completion of the Deltaworks in the
Netherlands (really high dikes after an innundation in 1953) and the completion
of the "Schelde Rijn" connection.
 
It starts in the northern part of the port of Antwerp, a portion built in the
late 50-ies and early 60-ies, goes to the Volkerak, Hollands Diep, Dordtse kil
on to Dordrecht.
 
From there they can reach the Rhine via Rotterdam or follow the Merwede and
Waal to Germany.
 
Please read "in the seventies" ... forget about WW2.
 
The then existing coal fields in the east and south had historic direct rail
links into the Ruhr.
