Would agree with that.  In the one I'm referring to in this
thread, the fcc and radio spectrum stuff, that here in this
country is all done under the auspices of the communications act of 1934, which
has been amended a couple of times.
Created of course by act of congress.

FOr most I'd think that could work.  Some technical
specialties that might not work out as well for however, but there still might
be ways to keep 'em moving but enable them to acquire the expertise they need
to really *do* what's
needed in the public interest instead of just develop a
fiefdom to defend.
