FYI...

For a 16 yo to get licensed to operate a motor vehicle requires parental
consent and in many states they have to maintain good grades in school, they
also are still required to be insured but cannot themselves until age 18 enter
into a contract with an insurer, therefore must ride on the parents policy..

However you are merely diverting the topic because you know your position is
flawed.
