The Ice Queen is not subject to P4.  The Feedcutter of FidoNet
is not subject to P4.  None of the Ice Queen's lackeys are subject
to P4.  As such, why should any sysop, especially those in zone 1,
be subject to P4?  You can't have it both ways, Roy.  Nobody can.
