In the process of manufacturing, if the stainless comes into contact with
an iron fixture or tooling, it will be contaminated with iron. Tubing is
made from flat sheet, heated to soften it and then formed via iron tooling
that forms it. It also has a welded seam its entire length.

If the tubing is then stocked without a passivation process being
performed on it, it will rust under the conditions it is exposed to in
vehicles. Passivation is the process of cleaning the metal with an oxidant
such as nitric or citric acid.  Also note that stainless steel is
classified as 'corrosian resistant' and not corrosion proof.

Even 6 years ago, they made factory mixed coolant that didn't need any
water mixed with it. If your 'shop' didn't use a factory 50/50 mix (that's
1/2 glycol and 1/2 deionized water), your chances of your car doing the
same are increased.

Even 1992 radiators have wide channels. Earlier cars used small tubes,
some rectangular, some round. Today, they're thin but wide...
