Ummmm, because we were in 'Baja California Del Sur', he was astride a
horse, riding herd on cattle and dressed like a Mexican Cowboy (serape',
sombrerros, etc.)? I understood him when he asked for a 'cigarro' and I
replied that I only had 'papel cigarrillos'. But I didn't understand much
of what he said beyond that part of the conversation. Of course this was
in 1970 as we scouted the Baja from Ensenada to La Paz for a desert race
and I had only been studying 'Mexican Spanish' off and on for three years.

Mexican Spanish is not the same as Spanish, it's a form of Spanish slang.

Unless it is local policy to call voice first, perhaps to indicate via
voice that the person on the other end wishes to send netmail. As xxCarol
indicated in her many stories of the orient, the availability of telephone
service was very expensive, creating a situation much like Z2s where it
was cost prohibitive to call via POTS across the street.

According to you, but there may have been other reasons that required a
different approach to netmail. As the Russians have done with P4, making
it work for them as they go along. e.g. it is a P4 EA violation to post
more than a certain amount of messages in any Russian echo because of the
over crowded conditions and long winded Russkies.
