It was never 'merged' with P4 by a vote of all 6 zones and the recent
attempts to force it upon those who don't reside in Z2 makes it an EAB
violation of policy. Had any Z2 sysop attempt to use it on non-Z2 sysops
been made, EAB policy complaints would have ensued. As in:

"These local policies may not place additional restrictions on members of
FidoNet beyond those included in this document, other than enforcement of
local mail periods."

And yes, I'm well aware of what an IC can do with such policies per P4...

That was well over two years ago, yet they remain in the latest Z3
nodelist. So, the next conspiracy you'll come up with is that the then IC
and ZC3 and his successor have conspired to keep those nodes listed to
help xxCarol save face. And NC 3:800 is in on it too! 8^)

In Z2. Without an Echomail Policy, there are moderators who deal with
