Ahh, but the use of EP1 to set a precedent (excommunication) has already
occured.  To use it as a tool to remove any non-Z2 sysop from an echo by
use of that policy is, by P4 definition, EAB.

That was easily determined by the city name of Lenisky...it still says
Japan Server in the BBS name field. Perhaps that node served as a hub
between Japan and Z7 at one time, who knows.
