7th Edition, Chapter 4, page 4-6. Describes a line along the 49th parallel
referred to as "Line A" running approximately 50 miles south of and 50
miles north of (Canadians), then dropping down the middle of the state of
Michigan and around the great lakes to the east and finally ending at sea
east of Maine...

Amateurs may operate in the 421-430MHZ spectrum as long as they do not
cause interference to 'land mobile or government radiolocation users'.
Additionally, 50-watt PEP apply to amateurs operating within certain
circles designated around military installations in the US. I assume,
after looking at the Region 2 allocation that this would also apply to the
440-450 spectrum of the FCC's band plan for repeater operation. (I limited
the final output of my 449.125 MHZ repeater to 100 watts with a 0 gain
omni-directional antenna system.)
