Duhhh. Who said anything about unilateral rules between countries? Those
rules stated above are from the TSA and I think they know when they have
to negotiate them outside of the US.

set by the TSA. Go ahead, give it a try and see how far you get. Fair
Warning: better make sure you have enough fuel to make the non-stop return
trip or land somewhere else to refuel.
