Not! Policy may say that an IC is supposed to do that, but each zone
nodelist segment is generated by the ZC. What the other ZCs generate is
added to a zones nodelist by that zones ZC...The IC doesn't and hasn't
done that for 25 years.

Not! The zone ZC puts their zone first in their zone nodelist. That makes
for an easier use of a so-called 'master' nodelist, locally. The IC is
merely the spokesperson for the ZCC, whom have nothing to do with how or
who a ZC in any other zone is selected and nodelisted.

Which isn't exactly kosher either. When the ZC appoints someone as her RC
in a region, they're not exactly paid much attention to in that region.

Take R19 for an instance. Our 'appointed' RC lives outside of the region
in R18 and yet, the ZC has stated that she wouldn't accept anyone other
than her appointed person as the regions RC, even if they live within the
region, which is what we were asking for.

That movement finally went underground and the RC is ignored for the most
part. Especially his R19SYSOPS edict where the RC19 maintains that, that
echo cannot be distributed out of the region but only through his system
(shades of Bob Kohl abound), yet it is distributed by Seaborn ... but that
doesn't fly here (net387) because we know that Seaborn and the ZC read the
echo.

I also follow such things as;


                The FidoNet Sysop Bill of Rights.


     1. Nodenumbers shall be granted on request to sysops who:

          -keep an up to date nodelist; and,
          -maintain operations during mandatory hours.

     2. No sysop may be removed from Fidonet for anything other
        than repeated technical non-compliance.

     3. Any sysop may obtain an echomail feed wherever the sysop
        wishes. Conversely, no one is required to provide an
        echomail feed.

     4. Every sysop in Fidonet shall have the right to vote by
        secret ballot for their NC, RC, and ZC at least every two
        years.

     5. All Fidonet sysops may run for *C positions in their
        nets, regions and zones.

     6. Voting in elections shall be held by secret ballot, and
        return officers shall ensure that sysops can verify that
        their ballot was counted properly.

     7. Policy complaints, evidence and decisions are public
        information. *C's are accountable for maintaining a history
        of decisions and passing them on to their successors.

     8. In the event of a conflict between policy and this Bill
        of Rights, the Sysop Bill of Rights will be the authority.
