It was light years better before Bush minor ordered the conquest of that
country, too.  All that infrastructure damage to telephone exchanges, water,
sewer and power plants - or most of it, anyway - was caused by US bombs.
Note that the intentional destruction of such facilities is considered a war
crime (and the US government is a signatory on the treaties that make them
so) -  and that the US bombed exactly the same kinds of targets in Serbia
a decade or so earlier.

In point of fact, attacking essentially defenseless civilian targets has
been US government policy since at least the Civil War (see William
T. Sherman) and continued into the fighting against the native American
tribes in the midwest (see John Chivington, et. al.).  Also, during WW II,
the intentional fire bombing of Dresden in Germany and Tokyo in Japan
(little known factoid is that LeMay's fire bombing campaign against Japan
killed more Japanese civilians than the nuclear bombing of both Hiroshima
and Nagasaki combined).  The claim that the US government doesn't do
that sort of thing is patently false.
