That is usually what college coaches do.  Sign up high school
students/athletes before they become college students/athletes.

The winner of the Heisman trophy is not up to the LSU coach.

Notice that every high school athlete given a scholarship
to play college ball is selected with the hope that he will
be a star player for that team.

Notice in the NFL draft that every football selected is with
the hope that he will be a star player for that team.  And not
every player selected is a football player.  For example, former
New Orleans Saints kicker Morten Andersen was a soccer player
who never played American football prior to being in the NFL.
But then, he is from Demnark, hence his nickname The Great Dane.

Sometimes a walk-on makes the team, whether in high school,
college, or the pros.  The coach makes the decision based on
the hope that he will be a star player for that team.  Archie
Manning is an excellent example, having been a walk-on at
Ole Miss.

That's the way it used to work.  Back in the 19th Century.
This is Louisiana, remember?  Having the best politicians that
money can buy led to the most corrupt lottery ever conducted.
Had to be shut down by a former Confederate officer who had
lost both an arm and a leg.

We do it all the time.  It's called a credit exam.  And we
do not limit it to Democrats, most of whom have already switched
to being Republicans.  Best to get them out of school early to
make room for the next batch.
