I doubt it. Traffic violations in Belgum aren't extraditable offenses
here. Traffic violations are less than a misdemeanor here. California
traffic warrants aren't even honored in Texas and vice versa. But, commit
a felony crime in another state and they will extradite you.

Besides that, there probably isn't a EU traffic warrant database that
exists here, let alone one that's shared between the US and the EU.

Murder is a major crime and quite a different story.

Cameras are not used by law-enforcement here, except at traffic lights
where they photograph red-light runners. On the highway they have to clock
your speed or use an electronic device (RADAR or LASER) to capture and
record your speed before you can be cited.

In the Los Angeles area they blocked off freeway entrances and would race
each other at top speed, many of which could do as much as 200mph:
Corvettes, Camaros, Firebirds (electronically speed limited, but can the
CPU can be re-programmed), Twin Turbo Porches, BMWs, Vipers, etc.. The
cops had a field day catching them all in one sweep. That didn't stop
them from doing it, it just made them go even further underground.
