I've often observed Omaha's "finest" approaching a red light, turning
on their red flashers, cruising through the intersection and then
turning their flashers off.

A long time I learned to not depend too much on that green light, I
always look both ways before starting across the intersection on a
'new' green.  Some years back I was sitting at an Omaha intersection
(90th & Dodge, one of the city's more infamous intersections) waiting
for my green left turn arrow to turn west onto Dodge street.  My green
arrow came up and I looked to my left and saw an 18-wheeler coming
hell bent toward the intersection but still 3/4 block short of it - and 
the red light - and not slowing down.  I thought 'that guy isn't going to
stop' - and he didn't, he just blasted right through the intersection on
a red light that had been red for at least eight seconds.  On a different
occasion I was at the same intersection waiting to make the same turn
and a car went cruising through the Dodge Street red light headed east -
but this time there was an Omaha police cruiser sitting next to me waiting
for his green (I already had a green arrow), he just hit his red lights and
made a right turn and caught that guy.

Pretty much.  Some years back a police checkpoint turned up a
driver that was slightly inebriated.  Driver pulled the "Do you know
WHO I am?" ploy and the copy said no and that he didn't care, the
guy was going to the drunk tank and his vehicle was going to be
impounded.  Guy was a judge on the federal bench in Omaha.  Had
the driver not tried to pull that stunt the newspaper probably wouldn't
have bothered to print the story...
