She was inticed into payment by the ingenuity of the vander slut. i.e. he
knew that Beth Twitty couldn't overlook the posibility that the 'named'
killer of her daughter knew where he put the body.

Since it was an international crime upon a US citizen and not a
Netherlands crime, he'll answer to the wire fraud charge, non the less.

Payment, like his promise to show where the body is, would come after he
revealed where the body is.

That comes under the heading of wire fraud.

Doubtful, there's a extradition treaty between the US and Peru. Since
there is a US indictment filed and the criminal is not in Holland, but
Peru, Holland has no say in the matter.

He'll only be 10 to 15 years older than he is now. After serving time for
extortion and wire fraud in the US, he might be allowed to go home, unless
someone can figure out how to prosecute him for murder here.
