The Z1C is the only one of the current ZCs that supports the POV that one can
not file a complaint regarding echomail. Note that *Cs are not bound by
decisions made by their predecessors.

This is abundantly clear and leaves no room for interpretation whatsoever.
Echomail is covered by policy. Period.

With or without a supplementary echomail policy.

<shrug> Even if that were so - which it is not - it is irrelevant. Z3-Z5 are so
small that they do not count.
