Harry S Truman certainly did not recognize any rules.  The man
hated Japanese people almost as much as he hated blacks.  Of course,
he could not atomize black people.  At least not in the US.

There are rules of engagement in every war.  Among all sides.
The use of the atomic bomb in WWII is viewed by many people around
the world as a war crime.  The Japanese military had already been
defeated.  Japan's major cities already were in ruins.  By refusing
to accept Japan's earlier offer to surrender, President Truman showed
the world what a true coward he was by dropping not one, but two,
atomic bombs on a defenseless Japanese population.

Japan had already been soundly defeated BEFORE the US dropped the
first atomic bomb on Hiroshima.  Not only was it totally unnecessary
to drop one atomic bomb, it was even more unnecessary to drop a second
atomic bomb on another city.  While it takes a real sicko to drop one
atomic bomb on a defenseless people, there are not enough words in the
English language to describe an individual who drops two atomic bombs
on a defenseless people.

There was no streetfight.  It was the actions of a perverted, sick
man who became president only due to the untimely death of FDR.
