Is it? Please point me to the part of P4 where it says that then netmail with
the application MUST be sent direct.

What makes you think that an improper FROM address- i.e. an address that causes
problems for the coordinator that receives it - was used?

There is no net covering Montana. There once was, net 3400, but that is no
more. So what does one do when there is no net covering the area? One sends it
to the RC of the region that covers it. Region 17 in this case.  All according
to policy.
