Moderator      -> All laid this down on his screen :

Does Moderator have a name?  Some call it Fidonews Robot.
Others call it Björn Felten.  And then there is Ross Cassell,
who apparently suffers from multiple personality disorder.

Every sysop in all zones?  Or only in zones outside of zone 1?

Moderator (whoever it is) did write "Every sysop" - as well as "any
user" - the meaning of which should be self-evident to ALL.  But there
are are handful of sysops in zone 1 who have very poor comprehension
skills.

The Heinlein Principle (stated above) is the only rule an individual
should recognize as being legitimate.  Well, maybe not so much tinhorn
dictators ...
