Bart, there are three different branches to the US government... Executive
(President), Legislative (House and Senate) and Judicial (Supreme Court, which
is the only branch where the occupants are nominated by the President, then go
through a vigorous approval discussion by the Senate Judiciary committee, then
either approved or denied by a full Senate vote).  They all work, or supposedly
work, in harmony but also have a checks and balances approach towards each
other. As President, that person is only in charge of the Executive branch, no
more, no less. He can "suggest" legislation but the actual bills are generated
by the House of Representatives. Both houses of Congress are "elected" by
popular vote and which ever party has the majority of elected seats, that party
assumes leadership of each house.  As of now, the houses are split (House = GOP
and Senate = Dem). This gives "reasoning" to the "stalemate" we now see. The
Judicial makes sure ALL the laws passed by the Legislative, with the approval
of the Executive (or not due to rules that can overturn Presidential vetoes),
follow the basic laws that govern the US, ie: Constitution and all of it's
Amendments. Normally they will only get involved IF a suit is filed which will
come before them. They normally have the final word. 

In no way does the party of the President assume control of Congress due to the
fact he won. The losers do go home but not all the losers are part of the
President's chosen party.  


I hope this straightens your mind out on how the US government works on the
Federal level.
