Unless you were part of that, you do not know even what went on.  Some who
should not know obviously do, but every RC responded to the call.  Every RC
also stated no election was necessary.  One even mentioned some dissent after
asking the NCs and others in the region.

Where is the effort?  I ran an election accross zones a few years ago. 
Preparations took the longest, other then that it was simply moderating the
echo, and counting votes.  Not much effort required
