We live in a different world here, in the USA.  Unlike
in Europe, we do not have a vote of confidence.  Not by
the government, not by the people.  Unlike in Europe,
where politics is viewed as being an honorable profession,
and politicians being honorable people, Americans view
politics with disdain - and politicians as second-rate
citizens.

Fidonet is mainly the creation of Americans.  Its chief
proponent was an anarchist, who happened to like guys a
lot more than he liked gals.  Be that as it may, he had
no real policy of his own, other than being an anarchist,
and never bothered to dicker with writing or supporting
any policy document, as any such document (written or
oral) went against his core philosophy of life.

Whatever "policy" that did exist in the time before P4
was whatever was handed down to sysops from The Creators.
And then one fine day The Original Creator left, never
to be seen or heard from again.  It is rumored that
he was not the only Creator who left, but not everybody
believes that story to be true.

The Other Creators (archenemies of The Creators) then
set about to create P4.  The Original Creator thought it
was a disgusting idea, and had already left the scene
not wanting to have any part of it.  Nobody really knows
who wrote P4, as no signatures of any of The Other Creators
have ever been found.  And it is absolutely true that P4
was never voted upon by the sysops of Fidonet.

So how did it happen?

It was a coup d'etat.  A coup d'etat by a highly selective
group of Regional Coordinators, who decided to make themselves
the Kings (and Queens) of Fidonet - WITHOUT THE CONSENT OF THE
GOVERNED!

Imagine that!  P4.07, a creation of highly selective
regional coordinators, granted full authority over all
of fidonet to those very same regional coordinators who
wrote the fucking document!  Without ever allowing the
sysops of fidonet to even have a say, much less a vote,
in the matter!

You see, prior to this coup d'etat, full authority was
considered to be in the hands of individual sysops,
regardless of country, zone, or location.

The Mighty C's - granting themselves broad unlimited
powers and then attempt to use those powers to legitimate
those powers by voting only amongst themselves!

That is how "democracy" works in fidonet!  At least in
Zone 1!  Don't believe me?  Cross the Ice Queen and/or
her puppydog and see what happens.

A few years ago, the Region 10 Coordinator discovered
something very unsettling - that the powers granted by
Policy (doesn't matter what number it is called, as
4.07 is just a number), could be effectively rescinded
by the individual sysops of fidonet.

Oh, well.

NONE of the policies prior to P4 were ratified by ANYONE.
P4 itself was never voted or ratified by the sysops.
As such, this is simply a continuation of the absurdity
called KONTROL that some people actually believe to be a
reality.

In summation -

There is no precedent for sysop ratification.
Therefore, Zone 1 does not exist.
Except in the minds of the clinically insane.
