It is possible, but not according to Policy.

The only reason that an RC can change a segment is if an NC goes missing.  As
for Errflags, I think that program should be banned, along with several others.
 That is just my opinion of course.  Makenl checks for errors while it is
compiling.  That is good enough.  What some people think are errors, usually
are not such, in reality, and that too is subjective to local use.

There would have to be a very good reason to replace an NC, and a mistake in a
node segment is not one of those.
