What did the president know, and when did he know it?
Was FDR aware of the Japanese plan to bomb Pearl Harbor?
Yes.  That is established fact, as noted by historians.
But does that mean he chose to do nothing, and let it
happen?

Jim Garrison, the district attorney in New Orleans, had a theory.
The CIA did it, an agent popping up out of a manhole cover and well,

deny ...

Richard A. Clarke tried to warn the president, but the president
was too busy eating pretzels at the time to bother listening.

The president was clearly warned, before the events of 9-11,
that terrorists were planning to hijack passenger airliners in
order to cause mass destruction.  Gary Hart also wrote about
this, along with others.

Our intelligence knew about the terrorists' plot before the events
of 9-11.  The president was warned before the events of 9-11.  And
yet the attacks still succeeded, as if nobody had ever been warned
in advance.  How did this happen?

GWB was looking at a failed presidency.  He had squandered
a surplus, the country going into deficit spending.  His
popularity ratings was at an all-time low, with the strong
likelihood of him being a one-term president.  Just like
his daddy.  A failure.

What GWB needed was a war.

The terrorists gave him what he wanted on 9-11.

But it happened too early, in 2001.  No way GWB could make a war in
Afghanistan last long enough to win a second term.  I mean, how long
does it take to defeat a group of men who live in caves?

So GWB made a speech to the nation.  Said he was going to make
war against the Axis of Evil.  Starting with Iraq.  He never did
get around to Iran or North Korea.  I guess he decided to leave
those two bad guys to brother Jeb ...
