King of the Mountain.  Whoever is standing at the top of the mountain
is the king and gets to decide what the rules are (if any) for as long
as he (or she) remains on top of the mountain.  Once he/she falls off,
or is pushed off, or gets called home by his/her mommy, another kid
gets to be king of the mountain - with his/her own set of rules (if
any).

Anybody can start up an echo anytime they want, call it whatever
they want, and distribute it however which way they want.

Any sysop can do so on his/her own.  An individual who is not
a sysop would be wise to become fast friends with one.

But really.  That is all it takes.  One, maybe two people (at most).
Once an echo has been created, and made available for distribution,
there really isn't much else that needs to be done.  Except for a
bit of maintenance every now and then.  But that part is optional.
