A moderator of an echo is his/her own man/woman, and is under no
obligation to enter into any agreement with anyone.  The moderator
gets to set the rules (if any) of his/her own echo, and under what
conditions that echo may, or may not, be distributed.

It is up to the moderator to allow who gets access, and
under what conditions.  A sysop has the right to refuse to
carry the echo, but that is a different matter.

No sysop is required to carry the echo.  Except in the case
of the Fidonews, which is mandatory given the nature of Fidonet.
Failure to allow both read and write access for all in regards
to the Fidonews would also be tantamount to withdrawing from
Fidonet itself.

Any sysop who tries to impose censorship upon others, especially
those who wish to participate in the Fidonews echo, I regard as
persona non grata, and not worth a bucket of warm spit.

Censorship is not part of my vocabulary, and nor should it
be part of any sysop's vocabulary.  And yet there are certain
individuals who continue to use censorship as a tool in order
to keep those whose views they disagree with from being able
to fully participate in Fidonet.  What sick bastards!

Where is that "voluntary agreement" you speak of between
the editor/moderator of the Fidonews and a particular sysop
who tried (and failed spectacularly) to overthrow him?
