The police did not know about his health, but surely HE did. What THEY knew was
that a huge person with thirty past arrests for assault, resisting arrest, and
grand larceny, was being arrested again. But he announced that he did not want
to be arrested, and he pushed the police officers away when they tried to
handcuff him. But it isn't really voluntary when they say "you are under
arrest."

Without getting into "blame," I'd say the store employees were real dumb if
they were just private citizens without any law enforcement authority. In that
situation, you can take his picture, get his license number, follow him, and
help the police locate him, but you really don't want to forcefully detain him.
It is too easy to get shot or sued for assault or kidnapping.
