Where does policy mention one has to be "competent"?

Either one is able, or not able, to do so.
Doesn't mean one has to be able to do it well.
Only that one is able to do it.

According to who?  There are some who disagree, claiming that
echomail and netmail are just figments of somebody's overactive
imagination, not to be confused with any other form of mail.

That something can be nothing at all.
A boycott is something - an action to do nothing.

He who does nothing may be making one giant mistake.

Failure to call a time out when time is ticking out on the clock
can cost a team the game.  This has happened many times in sports.

Allowing the clock to run out, if done on purpose, can win a game.
Allowing the clock to run out, if done by accident, can lose a game.

Doing nothing can have consequences.
