Man is tribal.  Always has been.  Always will be.  One tribe will
always try to superimpose its own values on another.  Unless driven
away by the other tribe, thus preventing them from doing so.

Do you know why Rome fell?  The Roman Empire lasted for a much
longer period of time than The American Empire.  Remember, The
American Empire only began at the end of WWII.  So we are still
learning at this.  Rome imposed a VAT of 10% on all products
seized or made in lands outside of Rome, to fill the Emperor's
coffers.  As long as Rome was able to continue to conquer other
lands, new taxes (revenue) could be generated.  But once Rome
ran out of new lands to conquer, the Emperors started having
problems.  This was the economic collapse that caused the fall.

Military funding and foreign aid are two very different things.
With military funding, we give folks guns and stuff for them to
use as they please.  With foreign aid, we give folks money so
they can buy guns and stuff to do with as they please.  Now do
you undestand?
