It means that he speaks for himself. You addressed me in my capacity of FTSC
chairman. You asked me if there is an FTSC standard superceding the quoted
clause of EP1. My answer was and is: no, because technical standards do not
supercede policy and vice versa. The technical specs of your car may say that
its maximum speed is 200 km/h. That does not supercede any local or general
speed limit.

If in your perception Sergey says something different, you will have to take it
up with him, the FTSC chairman is not responsible for what he says.

If that is your opinion, I suggest you ask your RC to nominate him for the next

Technical standards do not supercede policy. Period.

Your were addressing me as FTSC chairman. The FTSC does not have a POV on
Echopol1. There is nothing to understand.

The FTSC has nothing to say about policy. If you perceive a contradiction, take
it up with the moderator of the echo where the alleged contradiction occurs.
Moderators are the ones supposedly knowledgeable on EP1, as it is the document
describing their duties and responsibilities.
